Traffic Stop

At around 5:10 a.m. on January 17th, police witnessed a Hyundai Elantra fail to stop at the stoplight at St. Joseph Street and 5th Street. A traffic stop on the vehicle was initiated, but it did not stop. The vehicle continued eastbound on St. Joseph Street, turned south on 4th Street, then turned east on Kansas City Street. The vehicle turned into the parking lot behind 21 Saint Joseph Street where the driver and passenger bailed out of the Elantra. The vehicle was still in motion and ended up colliding with a snow pile in the parking lot. Police formed a perimeter around the area, and the two occupants of the vehicle were located hiding in a dumpster behind in the area of 29 Main Street. The driver is identified as 21-year-old Sally Tillman of Rapid City, and the passenger is identified as 22-year-old Shannon Larive of Rapid City. A metal tin containing methamphetamine was located next to Tillman. Both were placed under arrest, and a subsequent urinalysis on Tillman tested positive for THC and methamphetamine.  Ultimately, Tillman was arrested for Possession of a Controlled Substance, Ingestion of a Controlled Substance, Eluding, Obstruction, Failure to Obey Traffic Signal, Driving Under Revocation, and a Stop Sign Violation. Larive was arrested for Possession of a Controlled Substance, and Obstruction.
