Pursuit

At around 10:20 p.m. on January 19th, police observed a Mazda passenger car in the area of Anamosa Street and Haines Avenue that matched the description of a vehicle which had been reported stolen. As police worked to confirm that the vehicle was the same as the one reported stolen, the vehicle came to a stop along Farlow Avenue. The officer activated his emergency lights and issued commands for the occupants of the Mazda to show their hands. As the officer awaited backup, the driver of the Mazda placed the vehicle into drive and took off away from the traffic stop. The pursuit turned westbound on Anamosa Street, then northbound on West Boulevard North. The pursuit continued through several residential streets before heading eastbound on Lindbergh Avenue. The Mazda struck an uninvolved pickup in the intersection of Lindbergh Avenue and Haines Avenue. The Mazda continued the pursuit and ultimately pulled into the parking lot at 1721 N. Maple Avenue before coming to a stop. The driver of the vehicle, identified as Tara Fogg exited the vehicle and was eventually placed in handcuffs. Meanwhile, the front passenger of the vehicle, identified as Casey Fogg, attempted to exit the vehicle and fell out of the passenger side window. Casey fled the scene on foot, but was quickly apprehended by a Pennington County Sheriff’s Deputy. The remaining three passengers were ordered out of the vehicle. A search of the vehicle turned up an open liquor container, drugs (methamphetamine), drug paraphernalia, and an altered shotgun with a shortened barrel which was discovered under the front passenger seat. Four of the five occupants of the vehicle were placed under arrest for the following charges:

  • 31-year-old Tara Fogg of Rapid City: Possession of a Stolen Vehicle, Aggravated Eluding, Leaving the Scene of an Accident, Ingestion of a Controlled Substance, Possession of Drug Paraphernalia,
  • 34-year-old Casey Fogg of Rapid City: Obstruction, Possession of a Controlled Weapon, Commission of a Felony with a Firearm, Possession of a Controlled Substance, Ingestion of a Controlled Substance, Possession of Drug Paraphernalia
  • 25-year-old Richard Standingbear of Pierre: Possession of a Controlled Substance, Ingestion of a Controlled Substance, Ingestion of a Substance to Intoxicate, Possession of Marijuana, and Open Container on a Motor Vehicle
  • 18-year-old Torell Flute of Pierre: Possession of a Controlled Substance, Possession of Drug Paraphernalia
