Pursuit

On May 1st at around 1:10 a.m., police observed a Toyota Rav 4 travelling in the area of E. North Street and E. Watertown Street. The vehicle matched the description of a vehicle earlier reported as stolen. As the officer caught up to the vehicle, the officer confirmed the license plate matched the stolen vehicle. The officer activated his vehicle’s emergency lights and sirens, but the vehicle did not stop. The pursuit took officers through the north side of town. At one point in the pursuit, the Rav 4 struck a parked vehicle. The pursuit eventually made its way south along Peaceful Pines Road.

 

An officer staged his patrol vehicle along Deadwood Avenue near I-90’s Exit 55 in order to meet the pursuit as it headed back into Rapid City. This officer was able to successfully deploy spike strips on the vehicle. In the area of Deadwood Avenue and North Plaza Drive, the primary officer in the pursuit was able to successfully perform a Tactical Vehicle Intervention maneuver on the fleeing vehicle.

 

The TVI is a police driving tactic in which an officer uses their patrol vehicle to nudge the rear of a fleeing vehicle to cause it to spin to a stop. This brought the pursuit to an end.

 

The occupants were ordered out of the vehicle, and methamphetamine was located inside the Rav 4. The female driver is identified as 33-year-old Glenabah Tulley of Rapid City. She was placed under arrest for Aggravated Eluding, Possession of a Stolen Vehicle, Leaving the Scene of an Accident, Possession of a Controlled Substance, Driving Under Revocation, and Warrants. A female passenger, identified as 18-year-old Adida Mills of Pine Ridge was placed under arrest for Possession of a Controlled Substance and Ingestion of a Controlled Substance.
