Arrests in high speed pursuit

A Pennington County Sheriff’s Deputy attempted to stop a vehicle for speeding on Haines Avenue at 2:46 am, Wednesday, June 14, 2017, near Mall Drive in Rapid City. The vehicle did not have plates.  The vehicle made a U-turn and took off northbound on Haines into Meade County.

 

A Meade County Sheriff’s Deputy joined the pursuit. The driver avoided spike strips so a tactical vehicle intervention was performed on Elk Creek Road northeast of Box Elder.  The suspect vehicle left the roadway and rolled.  All three occupants were detained at the scene and transported to Rapid City Regional Hospital.

The driver, Joseph Marr, 24, sustained an injury to his arm.  He was treated and taken to jail. He was arrested for aggravated eluding, felon in possession of firearm, possession of methamphetamine, distribution and manufacture of a controlled substance and Department of Corrections warrant for a parole violation on an original charge of possession of a controlled substance.

The front passenger, Tara Fogg, 32, had no visible injures but was taken to the hospital as a precaution before going to jail on two outstanding bench warrants. The felony warrant is for aggravated eluding and unauthorized ingestion of a controlled substance and possession of a controlled substance. The misdemeanor warrant is for simple assault, domestic violence.

The rear passenger, Brandon Pentecost, 23, was partially ejected and complained of back and neck pain.  He was found to be in possession of methamphetamine.  Charges are pending. Pentecost was treated at Rapid City Regional Hospital.

A tactical vehicle intervention is used to reduce danger in pursuits. Deputies can force a fleeing car to abruptly turn sideways, causing the driver to lose control and stop.
