Hit & Run Crash

On June 25th at round 1:40 p.m., dispatch received a call about a hit and run crash that had occurred at the intersection of Haines Avenue and North Street. Police were notified that the reporting party was following the suspect vehicle. The reporting party followed the vehicle to 1574 Kellogg Place. On arrival at this address, police were advised that the female driver involved in the hit and run crash had stopped the vehicle and departed on foot in the area of East Boulevard and New York Street. From there, a passenger in the vehicle, identified as 37-year-old Leonard Fisherman of Rapid City, drove the vehicle to 1574 Kellogg Place. Police made contact with Fisherman at the residence and immediately noticed the strong smell of an alcoholic beverage coming from his person. After a subsequent DUI investigation, Fisherman was arrested for DUI, Driving Under Suspension, and No Proof of Insurance. In the meantime, the female driver involved in the hit and run was identified as 18-year-old Tia Goings of Rapid City. A female matching her description was located in the area of 1721 North Maple avenue. She was positively identified as Goings. She was placed under arrest for Leaving the Scene of an Accident, No Proof of Insurance, Failure to Yield, and a Warrant. She was transported to the Pennington County Jail where a search of her purse was conducted. Inside the purse, police located a needle and baggies containing a substance field-testing positive for methamphetamine. A urinalysis conducted on Goings returned positive for methamphetamine and THC. She was booked on the additional charges of Possession of a Controlled Substance, Ingestion of a Controlled Substance, and Ingestion of a Substance to Intoxicate.
