On August 6th at around 2:00 a.m., police observed a Blue Ford SUV in the area of Mt. Rushmore Road and Main Street. After running the vehicle’s license plate, the vehicle returned as stolen. A traffic stop was initiated on the vehicle in the area of West Main Street and Cross Street. The two occupants of the SUV were ordered out of the vehicle. The driver is identified as 61-year-old Debhora Herrington of Rapid City, and the passenger is identified as 39-year-old Surgee Johnson of Rapid City. A search of Herrington’s person turned up marijuana and a pipe which field tested positive for methamphetamine. A search of the vehicle turned up multiple open alcohol containers. Johnson was placed under arrest for Theft of a Motor Vehicle and Open Container in a Motor Vehicle. Herrington was placed under arrest for Possession of a Stolen Vehicle, Possession of a Controlled Substance, Possession of Drug Paraphernalia, Ingestion of a Controlled Substance, Possession of Marijuana, and Open Container in a Motor Vehicle.
