Traffic Stop

On August 8th at around 11:25 p.m., police observed a vehicle driving without its headlights on. A traffic stop was initiated and the vehicle came to a stop in the 300 Block of E. North Street. As police made contact with the driver, the officer observed an open alcohol container in the vehicle. Police were informed that the occupants had just left a nearby bar. The driver, identified as 43-year-old Angel Wendland of Rapid City, was asked to exit the vehicle to perform field sobriety tests. Following the DUI investigation, Wendland was placed under arrest for DUI. A passenger, identified as 36-year-old Allacs Delval of El Paso, TX, was sent on his way. As police worked to complete the pre-tow inventory of the vehicle, Delval was observed returning to the vehicle’s location on a bicycle. Officers witnessed him reach for an object underneath the vehicle which was about to be towed. Police made contact with Delval and determined that the object was a tin box containing marijuana. Delval then began to flee the location on his bike. After a short vehicle and foot pursuit, police were able to take Delval to the ground and place him in handcuffs. He was transported to the Pennington County Jail where a urine sample field tested positive for methamphetamine and THC. When all was said and done, Delval was booked into the jail for the offences of Possession of Marijuana, Obstruction, and Ingestion of a Controlled Substance.
