RCPD/PCSO request warrant in relation to Rapid City woman’s death

Following several weeks of thorough investigation by detectives and investigators of the Rapid City Police Department and the Pennington County Sheriff’s Office, a warrant has been requested for the arrest of 46-year-old Benjamin Quiver of Rapid City for Second Degree Manslaughter. 

 The request comes after investigation into an assault incident which took place in Sioux Park in the morning hours of July 23rd. During the course of the investigation, local law enforcement determined Quiver had assaulted a female victim.

 The victim is identified as 31-year-old Cari Black Elk Cline of Rapid City. She died several days after the assault.

 Quiver was placed under arrest for Aggravated Assault and a Probation Hold on July 23rd. He remains in custody at the Pennington County Jail.

 The case has been handed over to the Pennington County State’s Attorney’s Office for prosecution. Further questions about the incident or the case will be referred to their office.
