Undercover online sex trafficking investigation results in three arrests, seven citations

On September 27th, 28th, and 29th, detectives of the RCPD engaged in an undercover online sex trafficking operation. This operation has resulted in three arrests, and seven citations issued.

 On September 27th, an undercover detective made contact with a female advertising massage and sexual services online. Shortly after meeting outside the female’s residence, the detective identified himself as an officer of the RCPD. The female, identified as 40-year-old Ildiko Ivanyi of Rapid City was placed under arrest. A search warrant of the residence turned up a massage table, marijuana, and associated paraphernalia. Ivanyi was placed under arrest for the offenses of Prostitution, Practice of Massage without a License, Possession of Marijuana, Possession of Drug Paraphernalia, and a Sales Tax License Violation.

 In the course of the operation, an undercover detective made contact with another female advertising sexual services online on September 28th. A meeting with this female was arranged for September 29th. Shortly after making contact with the female, identified as 54-year-old Jeanine Clint of Mesa, AZ, the detective identified himself as an officer of the RCPD. A search warrant was executed on the hotel room and the search turned up methamphetamine, and marijuana. Clint was placed under arrest for Prostitution, Possession of a Controlled Substance, and Possession of Marijuana.

 On September 29th, detectives of the RCPD continued the undercover operation. Eight individuals were either cited or arrested after responding to an online posting advertising sexual activity. They are identified as:

 

·         Brian Richard Crown, age 32 of Rapid City

·         Anthony Steven Ebbers, age 28 of Rapid City

·         Michael C. Montalbano, age 24 of Rapid City

·         Nicklaus Mickle Relf, age 35 of Rapid City

·         Michael R. Philipsen, age 36 of Vale, SD

·         Kaelin Washington-Blair, age 20 of Longmont, CO

·         Shane Michael Whipple, age 29 of Rapid City (Whipple was placed under arrest for Impersonation to Deceive Law Enforcement after giving police a false identification)

·         Tyler John Wilson, age 33 of Elm Springs, SD
