Traffic stop/Taser deployment

On October 23rd around 5:35 p.m., an officer observed a vehicle in the area of Lacrosse Street and Anamosa Street. The officer ran the vehicle’s license plate and found out the vehicle’s registered owner, 38-year-old Leonard Mayer Jr. of Black Hawk, had an active warrant. The vehicle pulled into the parking lot of 1200 N. Lacrosse Street. The officer followed and positively identified the driver as Mayer. The officer initiated a traffic stop on the vehicle. The vehicle parked, and Mayer exited the vehicle. The officer informed Mayer of his warrant and ordered him to stop. Mayer took off running and the officer pursued. As Mayer was running, he dropped a backpack. The officer caught up to Mayer and deployed his Taser. The Taser probes had a minor effect before one of the wires got twisted and broke. The officer displayed his OC spray, and at this point, Mayer began to comply with officer commands to get on the ground. He was handcuffed, and a search of the backpack that was dropped by Mayer turned up a variety of drug items. These items included pipes, a digital scale, and baggies of a white substance which field tested positive for methamphetamine. Mayer was placed under arrest for Obstruction, Possession of a Controlled Substance, Possession of Drug Paraphernalia, and his Warrant.
