Car-vs-pedestrian

At approximately 8:00 a.m. on October 25th, police were dispatched to the 800 block of Franklin Street for a report of a 6 year-old child that had been struck by a vehicle. A medical unit also arrived and transported the child to Rapid City Regional Hospital for treatment of a minor injury to the child’s foot. The investigation into the incident revealed it occurred when a westbound vehicle containing the child as a passenger pulled to the north side of the roadway in the 800 block of Franklin Street and parked (an area with signs clearly indicating that traffic is not allowed to stop between 7:30 a.m. to 8:30 a.m. during school days). The child exited the vehicle from the driver’s side rear passenger seat. In the meantime, a southbound vehicle on 9th Street had just made a left turn to proceed east on Franklin street. According to witnesses, the child, after exiting her parent’s vehicle, ran southbound into the roadway and out from behind a westbound vehicle stopped at the 9th Street stop sign before entering the path of the eastbound vehicle.  At that point the eastbound vehicle struck the child, knocking her to the ground and injuring her foot. Witnesses, along with evidence on the roadway, indicate the child was crossing the well outside of the clearly marked crosswalk. As a result, no citations have been issued in this incident.
