Assault on Law Enforcement

At around 7:55 p.m., police were in the area of East Boulevard North and East North Street when an officer spotted a male subject matching the description of a suspect from a theft earlier in the evening. Police made contact with the male, later identified as 26-year-old Carl Dubray of Rapid City. While speaking to Dubray, the officer noticed a knife handle sticking out from his waistband. As the officer asked him not to reach for the knife, he reached for the knife. He was ordered to keep his hands away from the knife, but did not obey these commands. Dubray backed away from the officer and produced a large machete from his waistband and held it in a striking position over his shoulder. Officers backed away from Dubray and drew their firearms. Dubray then dropped the machete and continued to back away from police, despite receiving many commands to get on the ground. Dubray then took off on foot. As he was running southbound along East Boulevard, he tripped and fell to the ground. The officer drew his Taser and commanded him to roll on to his stomach. Dubray refused to comply and the officer fired his Taser, striking Dubray, and allowing the officer to get him into handcuffs. Following an evaluation by a medical unit, Dubray was placed under arrest for Aggravated Assault on Law Enforcement, Obstruction, and Carrying a Concealed Weapon. He was transported to the Pennington County Jail.
