Fight

On May 26th at around 1:55 a.m., police were in the 500 block of Mount Rushmore Road in order to monitor bar close for the night. Police were alerted to a disturbance in front of 504 Mount Rushmore Road. Police located two individuals who were about to fight. The two individuals are identified as 21-year-old Jeffery Tanner of Rapid City and 39-year-old Simon Milton of Lower Brule. Both were ordered to stop, but refused officer orders to do so. An officer attempted to grab Tanner to intervene. Milton followed and grabbed the officer’s arm. Milton was sprayed with pepper spray. Milton continued to ignore officer commands and was brought to the ground. He struggled with the officer as the officer placed him in handcuffs. In the meantime, Tanner was seen running from the scene. Milton was placed under arrest for Disorderly Conduct. As police put Milton into a patrol car, they were advised that several bystanders were affected by the pepper spray. Police assisted these individuals and called for a medical unit to the scene, however, the individuals affected by the pepper spray departed the area before they could be evaluated. Another bystander informed police they had just seen Tanner enter a passenger car. The passenger car was spotted heading west on Main Street toward the location of officers. An officer stopped the vehicle and located Tanner in the passenger seat. He was placed under arrest for Disorderly Conduct and Obstruction. As police made contact with the driver (21-year-old Raven Walters of Rapid City) of the vehicle Tanner was in, police noted the smell of an alcoholic beverage coming from her person. Following a DUI investigation, Walters was placed under arrest for DUI.
