On June 3rd around 12:35 a.m., an officer was doing a routine downtown foot patrol in the alley behind the 700 block of Main Street when he observed a female with an open alcoholic beverage container standing just outside of the exit to the address at 711 Main Street. The officer requested that the female take the drink back into the establishment. A nearby male subject, identified as 27-year-old Neco Biou of Rapid City, decided to get involved and shoved the officer with his chest. The officer pushed back, and Biou slapped the officer’s arm away while yelling obscenities. Neco was told to put his arms behind his back, but refused and raised his fist as if he were going to strike the officer again. The officer sprayed Biou with pepper spray. Biou continued to resist being placed in handcuffs, and was brought to the ground. Other officers arrived and were able to get him into handcuffs. He was placed under arrest for Simple Assault on Law Enforcement. He was transported to the Pennington County Jail.
