On July 1st at around 7:00 p.m., police observed a Pontiac Bonneville make an improper right turn from E. Van Buren Street onto N. Lacrosse Street. The vehicle was stopped near E. North Street and Pine Street. Police made contact with the driver, identified as 42-year-old Vincent Newrobe of Rapid City. While speaking to him, police noted the smell of an alcoholic beverage coming from Newrobe’s person. An open alcohol container was observed in the vehicle. Following a DUI investigation, Newrobe was found to be too impaired to drive. He was placed under arrest for DUI (4th), Driving Under Revocation, Open Container in a Motor Vehicle, No Proof of Insurance, Substitute License Plates, and a Probation Hold. He was transported to the Pennington County Jail.
