Disturbance

On September 15th at around 6:50 p.m., police were called to the area of Cambell Street and E. Saint Patrick street for a report of an intoxicated individual causing a disturbance at 1507 E. Saint Patrick Street. A male, matching the description of the suspect was located in the parking lot of 1516 E. Saint Patrick Street. The suspect was identified as 45-year-old Russell Steele of Rapid City. Upon contact, he became increasingly aggressive and hostile to the officer. Police were able to get him into handcuffs, and while placing him in a patrol car, he kicked two officers. He was placed in the WRAP safety restraint system, and put into the patrol car. A search of his backpack turned up an open liquor container. While at the Pennington County Jail, police were advised that staff located a baggie containing marijuana and an associated glass pipe on his person. All in all, he was arrested for two counts of Simple Assault on Law Enforcement, Open Container in Public, Possession of Marijuana, and Possession of Drug Paraphernalia.
