Fight Call/Stolen Vehicle

On January 15th at around 8:40, police were dispatched to a residence in the 500 block of E. Monroe Street for a report of a fight that had taken place in the front yard. While en-route, police received information that the suspect had left in a Jeep Wrangler after crashing into two vehicles. The suspect was identified as 35-year-old Eugene Clifford of Rapid City, and law enforcement learned that he was on an electronic ankle monitoring system. Law enforcement began tracking the ankle monitor’s GPS signal. Thanks to this information. police located the Wrangler parked outside of 169 Crescent Drive, and Clifford was located inside the residence. Clifford was placed under arrest for two counts of Felony Vandalism, Driving Under Suspension, and a Probation Violation. As police worked to identify the owner of the Wrangler, they determined it had been taken earlier in the day from a Rapid City car dealership. Clifford was additionally placed under arrest for Grand Theft. He was transported to the Pennington County Jail.
