Pursuit

On May 13th at around 3:30 a.m., a police officer was travelling southbound on N. Lacrosse Street when a Saturn LS1 failed to stop prior to leaving a parking lot in the area of N. Lacrosse Street and Eglin Street. The vehicle pulled out in front of the officer’s patrol vehicle, nearly causing a collision. Police attempted to stop the vehicle, but it did not stop. Police pursued the vehicle until it stopped in the 1200 block of Racine Street. The officer attempted to walk up to the Saturn in order to make contact with the driver of the vehicle. The driver then shifted the vehicle into drive and took off. Officers again pursued the vehicle. The vehicle stuck a parked vehicle in the area of Milwaukee Street and Anamosa Street before it came to a stop in the parking lot of North Middle School. The driver exited the vehicle and began fleeing on foot. Police formed a perimeter around the area and located the driver, identified as 33-year-old Zachary Carter of Rapid City, hiding in the 1200 block of Pearl Harbor Street. Police noted the strong smell of an alcoholic beverage coming from his person. Carter was placed under arrest for DUI, Driving Under Revocation, Eluding, Obstruction, Hit and Run, Improper Right Turn, No Proof of Insurance, Stop Sign Violation, Violation of a Flashing Signal, and two existing Warrants. Two additional occupants of the vehicle were also placed under arrest. 25-year-old Breonna Jackson of Rapid City was placed under arrest for two existing Warrants, and 26-year-old Amber Whirlwind of Rapid City was placed under arrest on a Parole Hold.
