1/15/21 Burglary/Theft/Fraud

On December 12th at around 11:35 a.m., police were dispatched to 2321 N. Lacrosse Street for a report of a vehicle burglary. On arrival, police made contact with the victim who stated that, at some point between that morning and the evening prior, an unknown subject has smashed the rear window of his vehicle and taken a number of items from the car. The victim also told police that their bank had also called to alert them about fraudulent activity on their account. The burglary/fraud report was completed and forwarded to a detective who was able to recover security footage from the location. In the footage, police observed the suspect vehicle in the same parking lot. Two suspects, identified as 27-year-old Psiona Fiferman of Rapid City and 31-year-old Justin Hanson of Rapid City were identified in the video as the burglary suspects. An attempt-to-locate bulletin was put out for both suspects. On January 13th, police were called to a disturbance involving both suspects in the parking lot at 510 N. Cambell Street. Police made contact with Hanson at the address. He was taken into custody for his active warrants. Fiferman was located nearby at an open storage unit at 924 E. Watertown Street. Inside the unit, officers observed a piece of luggage they recognized as being stolen from the December vehicle burglary at 2321 N. Lacrosse Street. A search warrant was written and obtained in the case and police have recovered more than 200 pieces of stolen property linked to other active burglary/theft/fraud cases.  Both Hanson and Fiferman have been placed under arrest for multiple criminal charges that include Burglary, Grand Theft, Grand Theft Firearm and Aggravated Entry of a Motor Vehicle. Additionally, Hanson’s charges include Receiving Stolen Property, Possession of Marijuana, Possession of Drug Paraphernalia, and Ingestion. The investigation into the various cases in which these suspects are involved remains active and ongoing.
