Traffic Stop

On November 14th around 8:40 p.m., police observed a vehicle travelling well above the posted speed limit in the 2700 Block of West Main Street. Police caught up to the vehicle and initiated a traffic stop in the area of Yale Street and West Saint Louis Street. Police made contact with the driver and immediately noticed the strong smell of burnt marijuana coming from the vehicle. The driver was identified as 20-year-old Richard Collins of Rapid City. Collins was asked to step out of the vehicle and a search of the car turned up marijuana, glass pipes, and a waxy substance with the strong odor of associated with marijuana. This was determined to be marijuana wax which is a schedule 1 controlled substance. Collins was placed under arrest for Possession of a Controlled Substance, Ingestion of a Controlled Substance, Possession of Marijuana, and Possession of Drug Paraphernalia.
