Traffic Stop

On November 30th around 12:15 a.m., police observed a Chevy Camaro travelling eastbound along Interstate-90 (In the area of its intersection with Haines Avenue) at an extremely high rate of speed. This was confirmed using radar, which clocked the vehicle at 102 miles per hour. The officer turned activated his emergency lights and sirens and the Camaro continued eastbound before turning south onto Elk Vale Road. The vehicle eventually came to a stop in the area of Elk Vale Road and E. Anamosa Street. Police made contact with the driver, identified as 23-year-old Brent Waters of Rapid City, and the passenger. The officer immediately noticed the smell of an alcoholic beverage coming from Waters’ person. After a subsequent DUI investigation, Waters was placed under arrest for DUI, Driving Under Suspension, Speeding, and No Proof of Insurance. Meanwhile, police worked to identify the passenger. After giving police a false name, the passenger was identified as 20-year-old Louis Clifford of Manderson, who had an active warrant for his arrest. While speaking with Clifford, police noted that he smelled of an alcoholic beverage and his speech was slurred. Clifford was placed under arrest for the Warrant, Impersonation to Deceive Law Enforcement, and Underage Consumption of Alcohol.
