At around 7:50 p.m. on January 29th, police observed a minivan driving without its headlights on in the area of 5th Street and Omaha Street. The vehicle was northbound on 5th Street and a traffic stop on the vehicle was initiated. The vehicle did not stop, and continued northbound. At one point in the pursuit, the van attempted to turn east onto Lindbergh Avenue when the vehicle went over the curb and side-swiped an electrical pole before coming to a stop. The driver was ordered out of the vehicle and placed in handcuffs. The driver was identified as 18-year-old Mark Morgan of Rapid City. Police determined the vehicle was reported stolen. Morgan was placed under arrest for Aggravated Eluding, Possession of a Stolen Vehicle, and Driving without a valid Driver’s License. He was transported to the Pennington County Jail.
